Project Management: Madrid Río

I am going to use the information collected for the subject Sustainable Cities in order to explain to the rest of the members of the EOI not just the IMSD the project of Madrid Rio. In 2003 the Madrid City Council decides to launch an ambitious urban renewal project to bury on the main roads of the city, M30. This road was built in the late 60′s being the first road around the city. The Manzanares river ran parallel for about 6km and it was constricted on both margins of the traffic lanes. Thus the river was channeled completely isolated, inaccesible and invisible. Between 2003 and 2007 carried out the work of burying the bow west of M30 in the area of the river. This work made posible the elimination of traffic in the surface and the subsequent release of more than fifty acres of land formerly occupied by walkways. This surface has joined other hundred acres underutilized different soils adjacent to this highway. 

In 2005 the City Council convened an International Ideas Competition for the purpose of obtaining proposals for the management and development of this great void. It was projecting a large urban park 6km in length and 1,500,000 m2 surface on both sides of the river. The contest brought in its second phase to six studies internationally renowned and two more selected from the first phase open and anonymous. Finally the winning team was led by Ginés Garrido and formed by an association of architectural de Madrid: Mrío architects in collaboration with the Dutch Study West 8.

The fundamental principle of the project is to connect Madrid with valuable external territories that surround it. The infrastructure system and rings that enclosed the city made impossible the continuous connection between the urban and the natural environment. With the development of the project the Manzanares river becomes the connection point between the two environments through the construction of a corridor with trees on its banks and the implementation of various bridges and walkways that links the neighborhoods across and beyond the main traffic infrastructure that prevented this kind of contact.

The Madrid Rio project adds a total area of more than 1,200,000m2 green spaces, 68,000m2 of facilities for citizens, sport facilities, interpretative centers and artistic creation, cultural platforms, an urban beach, ornamental fountains, 17 areas of playgrounds, kiosks, cafes, and more than 33,500 trees planted.

I have choosen this project because as a madrileño I am taking the advantages and the disadvantages of this huge project. As I know the initial investment was far away from the final one. Even in the time baseline they had a lot problem to achieve their goals because of the so many rysk situation that was involved in the project. Nowadays all of the Madrid citizens are suffering the consequences in terms of taxation and even in terms of lack of economic purchase in future infrastructure works because of the huge loan that the community has contracted. As we have seen in this subject this could be interpreted without a doubt as a bad implementation of project management skills.
