FIVE-YEAR PLANS OF CHINA

I’m going to comment the lecture given by Professor Jason Inch. I will focus on the 13-year plan, as it seems very interesting to know the next objectives that China is going to have.

In order to explain this measure, the first thing to understand this essay is the definiton of five-year plan: a five-year plan is a government economic planning document, which sets production targets over a five-year period used in planned economies.

Among the most important objectives of the 13-year plan are the creation of 50 million urban jobs and the increase rate of urbanization in 60% of the population.

A central place for innovation is also reserved, as labor, technology and capital will be distributed to facilitate innovation and entrepreneurship will also be encouraged.

The plan, in addition, will project the increase the high-speed rail network, in order that 80 percent of its large cities are united through this network.

Regarding the energy issue, relevant in the fight against pollution of the country, the plan approves a limit to the annual energy consumption for the period 2016-2020, in order to reduce the consumption of coal to keep energy consumption below 5 billion tons, 700 million less than consumed in 2015.

China also sets targets in other areas and will create these years «a more integrated national security system» that will increase censorship mechanisms and counterintelligence operations.

With these and other measures, the Government aims to address the slowdown of the Asian giant, which registered its lowest growth in 2015.
